I agree that visualization literacy itself is also linked to other forms of skills like language literacy and numeracy. And these skills already vary a lot across cultures. I'm glad to see on-going discussions about cultural variations of vis literacy tests and can't wait to read more thoughts on what it takes to translate and adapt the existing tests across cultures.

My observation has been that visualizations took a long time to become more in the mainstream given that the existing tools (Excel for example) were not simple to use and even more difficult to customize. It is only in recent times that there are more tools available for data visualizations and much more popular literature on the topic (Data visualizations and storytelling).
